First, create a new 10-second full HD composition and rename it to "fractal noise comp." Create solid layers for your background and the effects you will use to achieve this overlay. Look for "fractal noise" in the effects and presets, and apply it to your solid layer. Adjust the complexity, contrast, and brightness of your fractal noise.
Click on the stopwatch for the offset turbulence and evolution. You can manipulate the opacity, sharpness, and other elements of your overlay to your liking. Follow the whole process of creating this effect in this video tutorial. Check it out and follow along.
